Dr. Holguín Hache is currently a member of the Advisory Council of UNICARIBE.

Dr. Franklyn Holguín Hache will be the president of the Center for Citizen Cybersecurity (CCC) and this was presented last March 24 during the launching of the CCC. At the same meeting, Kenneth Pugh, former Senator of the Republic of Chile, presented a publication that describes the creation of the cybersecurity law in that country.

Dr. Franklyn Holguín Haché is an outstanding jurist, academic and educational leader of the Dominican Republic, recognized for his extensive career in higher education and his contribution to the institutional development of the country. With more than six decades of professional practice, he has been a key figure in the formation of generations of students and in the promotion of democratic, cultural and academic values within the Dominican educational system.

On March 4, 2025 Salvador Francisco “Franklyn” Holguín Haché was decorated with the Order of Duarte, Sánchez and Mella, in the rank of Commander, presented by President Luis Abinader.

Graduated in Law with honors from the Universidad Autónoma de Santo Domingo (UASD) and with postgraduate studies in Labor Law, he has developed a career that combines legal practice with teaching, academic management and participation in institutional organizations. His link with APEC University (UNAPEC) has been especially relevant, where he has held various positions, including professor, president of the Board of Directors and rector at different stages, consolidating his leadership within the national university environment.

Throughout his career, Dr. Holguín Haché has been recognized both nationally and internationally for his contributions to education, legal thought and institutional strengthening. He has received academic distinctions such as professor emeritus and doctor honoris causa, as well as official decorations for his commitment to education, culture and the defense of the fundamental values of Dominican society.

His professional profile is characterized by a humanistic approach, a strategic vision of education as an engine of development and a firm commitment to the integral formation of citizens. His legacy is closely linked to the modernization of the Dominican educational system and the consolidation of academic spaces oriented to critical thinking, innovation and the solution of the main national challenges.
